This can result in an electrical shock. Sorry for posting an incomplete answer but wanted to get some of the information out there as soon as possible. The condition that you are experiencing may be caused due there being a short between a live line and ground somewhere on the ground circuit.
Meaning that there is a potential difference between the supposed ground and actual ground. Your proximity voltage detector and voltage testing screwdriver both check for voltage relative to your body. Current flows from the test point (the ground circuit in your case) through the test equipment, through your body, through whatever you are standing on into real erath ground. It is this current that you are reading in the form of the voltage sensing screwdriver lighting up or the needle moving on the proximity voltage tester. Now depending on where you are putting the multimeter probes, it can yeild different results. If you hold one probe tip tightly in your fingers and touch the other to the ground circuit, I believe that you should get a reading on the multimeter. But please be careful if you try to do anything in this situation.
This is a very hazardous situation and can result in severe injuries. There are 2 things happening here that are causing this.
1. The ground points are isolated from earth ground somewhere. Either the ground wire in the cable going to the plug is broken, or the outlet has no real geound connection, or the connection from the outlet ground to the grounding plate is incorrect in some way. The first of this can happen because of mechanical wear on the cord the other two from incorrect or sloppy wiring.
2. There is voltage leaking on to the ground circuit from somewhere. It can be on the appliance that you are working on, or in case that particular outlet is properly grounded, it can be from anything plugged into the circuit where that ground wire goes. Having a leaking circuit or an incorrect ground is dangerous enough but having both together can be deadly. Both the things have to be corrected independently from each other. Hopefully you can hire a qualified technician for the repair, especially if there is a ground circuit fault. A standard circuit breaker can offer some protection in such a case but most likely will still result in injuries to a person.
